Seems something went wrong when I made the jail.
I removed it, and recreated in anew. Now all seems
fine:

install -o root -g wheel -m 444  
/pdr/jails/ia64/usr/src/etc/../sys/ia64/conf/GENERIC.hints  
/pdr/jails/ia64/boot/device.hints
====>> Recording filesystem state for clean... done
====>> Jail ia64 stable/10 ia64 is ready to be used


# cat /pdr/data/build/ia64-default/ref/etc/make.conf 
USE_PACKAGE_DEPENDS=yes
BATCH=yes
WRKDIRPREFIX=/wrkdirs
PORTSDIR=/usr/ports
PACKAGES=/packages
DISTDIR=/distfiles
DISABLE_MAKE_JOBS=poudriere
#
