Because of this line in portupgrade-devel

you have to specify it this way
.if $(.CURDIR:M*/databases/ruby-bdb)
WITH_BDB_VER=5

It is safe to specify it this way
WITH_BDB_VER?=5
I suspect most ports can run with at last db48, but a change from db42 to db48
can break many things on the user side (data loss of existing databases ...).
