I have the same problem with 17.0.1 on 9.1-amd64.
I'm seeing it with 18.0.2 on amd64 with 9.1-stable r247548
firefox 17.0.3 on FreeBSD 9-latest from svn, amd64
Worked just fine, took few seconds to load on intel atom D525
my /etc/make.conf
WITH_GCC=yes
