It's messy, so please do: rm /usr/ports/distfiles/PECL/APC-3.1.14.tgz and reinstall. For the details: pecl-APC-3.1.14 was found to be buggy, and the maintainer went back to 3.1.13 with the filename still as 3.1.14.
