I doubt that that will work in that form. In fact, I quite like that 'make clean' in ports throws away the whole directory so that you are definitely in a well-defined state afterwards. (That's not true for all upstream 'clean' targets.) But what does work in avoiding (at least some) unnecessary recompilation, even today, is installing and using devel/ccache.
