So libgpg-error needs to be bumped, but why do things that don't like

libgpg-error is bumped already. But those libraries are linked to the old
libintl comes from libgpg-error
If they are linked against the old libintl then yes, they need to be
bumped ... where they got the linkage from is not relevant. :)
