I did a quick search through the x11 ports, and apparently for kde4,
that program is installed by the kdebase4-workspace port. If you had
installed x11/kde4, you would have gotten that.
It's just been discussed on freebsd-kde@ and the result is that you want
to install all three kdebase4* ports to have base/lite KDE4 installation
(that is to say the analogy of old kdebase3).
