I recently had the exact same problem on one of my FreeBSD machines and for the life of me, I could not figure out what was going on. I was also using packages built on another machine. I cleared out everything in ~/.config, ~/.cache, and nothing fixed it. I found that same bug report but it didn't really help. So, I rebuilt all my xfce4 ports on the problem machine and the issue magically disappeared.
