I agree, that's too small.  :)

This has happened to me while /var ran out of disk while portupgrade was
running.  That can be hard to recover from, if you're missing your list
of origins.

I think the FORCE_PKG_REGISTER will be your recovery, but it would
definitely be good to find out what got you into this state.
