Surely this isn't intended behaviour.

There may be different problems. Try to remove the file and recreate again.

AFAIK this will only occur if a) you don't have write access to the .db files or b) you change the DB driver or location.

INDEX-7.db isn't located in /var/tmp though by default >_>..
