Try this patch http://people.freebsd.org/~eri/pf_table_counter_fix.diff. It should fix the issue for you. Seems there is a forgotten pool initialization for this, my fault! Though looking at it the whole thing seems a microoptimization that is still present on latest OpenBSD code, that saves about 16bytes!
