The problem was fixed back in 2017 with introduction of PINNED routes with the
following patch:

But it broke again in times of 13-CURRENT.

Note, one does not need PPP to reproduce the problem. I have it with
13.3-STABLE/amd64 with a pair of gif(4) interfaces and OSPF running over my
network. 

If OSPF installs IPv4 /30 prefix received over gif1, I cannot assign the prefix
to gif0 anymore. It worked just fine with FreeBSD 12.
