Sorry that this patch didn't get any attention before.
The inp_rtu field is gone now. The inpcb lock is initialized in the zone
initializer, where memory is guaranteed to be zeroed by UMA. So, this patch
isn't needed today.
We now have KMSAN, which helps catch such bugs very easily.
