I had the same problem about a year ago - unfortunately I have forgotten what
workaround I used.
Anyhow when I look at the source of
/usr/ports/net/realtek-re-kmod/work/rtl_bsd_drv-d3a7a3d/if_re.c where the
problem seems to happen:

That seems wrong to me for FreeBSD 13. See if_rereg.h:
