Did you try it?

“  Thefirst time invoked, pkgwill bootstrap
    the real pkg(8) from a remote repository”

Since there is no pkg.conf I don’t think so I will be able to install packages. 
Though I can create one, but this never happened with new install.

I installed 13.1 on virtualbox and there is nothing under /usr/local


root@general:/usr/local # pwd
/usr/local
root@general:/usr/local # ls -la
total 9
drwxr-xr-x   2 root  wheel   2 May 12 13:45 .
drwxr-xr-x  16 root  wheel  16 May 12 14:13 ..
root@general:/usr/local #


root@general:/usr/local # uname -a
FreeBSD general 13.1-RELEASE FreeBSD 13.1-RELEASE 
releng/13.1-n250148-fc952ac2212 GENERIC amd64



Am I missing anything?
