I noticed something similar... http://lists.freebsd.org/pipermail/freebsd-pf/2006-April/002098.html and filed a PR for it (which is still open): http://www.freebsd.org/cgi/query-pr.cgi?pr=96343&cat=conf Now, that was back when CURRENT was 7.0 and likely lots of things have changed since then, but maybe the patch I submitted in the PR can help you figure out where the sequence is out of order.
