Tunnel support for MROUTING was removed several FreeBSD releases ago.
We followed OpenBSD with this change because DVMRP's older, naive IP-in-IP encapsulation mechanism doesn't offer any benefit, and can't be administered. Also, PIM doesn't use it, and PIM is now the industry standard.
