Do you know how to use packet filter (BSD Packet filter) like netfilter in linux?
I would appreciate if you give me some links or reference.

Please refer to mcastsend (kame/kame/mcastsend), available in KAME SNAP Tarball. It does quite the same thing as your program.
(it's not merged into freebsd-current yet, since it's normally a debugging tool for developers. If there's a strong request, I'm willing to merge it into -current, though)
