SACK itself really doesn't do much, it's all the new congestion controlAnd all this would be non-issue within normal operational context if routers would contain adequate buffering and not run crappy software which drops packets by default even without congestion.
schemes (FACK, Rate Halving, etc) that come shipped with most SACK
implementations that do the work and contain most of the complexity.
