Well, the problem with being fast and free with RSTs is that I don't think many clients react well to them. Hence, in the standalone server case I suspect that Bill's idea of ignoring the ACK and waiting for it to be retransmitted is the better idea. After that is done, adding a sysctl which enables the RST functionality wouldn't be a problem if you think that it may be beneficial for those using load balancers.
