The only mystery I didnt solve in the end was what was generating the 
bursts. The only commonality is that

The machines in question are all running bgpd and zebra with a full view in 
the kernel.

The bursts would happen once every 10min.  But I am not aware of any timers 
that would run at that long an interval.  I think I will ask over on the 
zebra list to see if this interval rings a bell with anyone.
