[EMAIL PROTECTED] is always a good place to send network stack
related e-mail.  Another place you might want to consider sending e-mail
to is [EMAIL PROTECTED], which is used for general architectural
discussions.  -net tends to catch a networking-oriented audience, whereas
-arch will get more general architectural review.  Serious architectural
changes would probably have to go through both lists.
