Router advertisement

Hi, 
i have freebsd 4.2 stable.
my doubt is how is router advertisement called?
ie i know that router advertisement is user land
program.so when ever router solicitation is received 
we receive it and update the cache by calling
nd6_cache_lladdr.but how exactly RA invoked it being
user land program?
how RA responce is evoked to RS?
