tacacs+ on freebsd-4.0

Hi 

I'm struggling to install tacacs+ server on freebsd 4.0. it gives file
missing message. but it works fine on Linux redhat 6. 
where can I get tacacs+ server for   freebsd 4.0.The one I have from

 ftp://ftp-eng.cisco.com/pub/tacacs/tac_plus.F4.0.4.alpha.tar.Z

or am I doing something wrong with the instalation.
