I haven't looked in depth at the information but it sounds to me as though the most likely failure mode is that multicast isn't working over the gif tunnel for whatever reason. You could try configuring OSPF in NBMA mode over the tunnel, that way OSPF discovery isn't dependent upon multicasts being forwarded over the tunnel, but requires you to explicitly specify the OSPF peers at either end.
