At the cost of approximately doubling the repository size - ncvs/src/sys is currently abut 366MB. There are an awful lot of repository copies lying around and even at current disk prices, the total cost in dollars is non-trivial. The bigger cost is developer time - kernel developers are familiar with the current re-organisation. It will probably take at least a month for a developer to get used to a new organisation. Multiply that by the number of developers and there's an awful lot of lost productive time.
