I don't really understand what the problem might be, and the issue is further confused since I am not sure where to trust the ipfw(8) 'fwd' documentation and where not to. In -STABLE, it still says that only outgoing packets are 'fwd'ed, but that's not what the submitter's logs seem to indicate. The -CURRENT documentation does not make the distinction. I vaguely recall this "recent" change, but have not found anything all that recent in the commit logs. Back in the fall there was that merge from -STABLE to -CURRENT, and I wonder if the change was hidden in there. I have not been inspired enough to dig through ip_{{in,out}put,fw}.c to see just what is really going on. But with the ease I made that patch, I don't think there is as much divergence on the 'fwd' issue between -CURRENT and -STABLE as the documentation seems to imply.
