After seeing all the mess here, I'll make a recomendation. Perhaps it's time to write a whole new tool that combines syslogd and newsyslog and some other functionality all in one place, and fixes all of the issues that have been put forth here. Since it's a new tool, it can start from a clean slate, and needs no compatability features.
