routed is for dynamic routing (RIP).
You don't need it if you are doing static routing.

You have the same network (10.1.6.0/24) in two physicaly splitted
ethernet segements.
Either use different networks or don't expect them to route.
There are other possibilities such as NAT or bridging, but I doubt
that's what you really want to do.
