It was a back-of-an-envelope kind of figuring to make some
sense of their numbers -- not that it helped. But even if
50% of the machines are down (we don't have data to prove
that) at any given time, the request serving rate still seems
low. Also, the above article talks about www.microsoft.com
servers not hotmail servers.
