Given the potentially controversial nature of this feature, it's maybe best to almost completely isolate it from the base system and make it into a port. When this port is installed and when some special environment variable points to its executable, shells would call this executable when an unknown command is typed by the user. Such implementation should leave all parties happy. People who hate it just wouldn't install this port.
