Fix starts when you turn OFF your laptop and disassemble it, in order to get to the heatsink and fan. Don't remove heatsink as it is tied to CPU and you don't have thermal paste. Clean fan with alcohol and sticks and also paths thru which air circulates. Those surfaces must be super clean. I had a same case of CPU throtling at ~85° After I did this maintance I'm having a "new" laptop which operates at 45 - 55° at 100% CPU, for hours Only in extreme cases it is throtled to 90% Be prepared to go very deep in your laptop. I had to remove almost everything except MBO and CPU and GPU. After that use vacuum cleaner each 6 months, on fan 65-70° indicates maintaince time.
