To quote 8.1-RELEASE/src/crypto/README ... The separation between src/contrib and src/crypto is the result of an old USA law, which made these sources export controlled, so they had to be kept separate.
As international crypto laws are ever changing play things of ignorant politicians, & a pain in the orifice to track, & as FreeBSD is an international project, it's not just USA law that can be problematic.
