Tech data on the PCI bus isn't a lot of help when it comes to writing 
device drivers, actually.  The best reading on the latter is probably 
the collection in /sys/pci.

If you're looking for a basic grounding, the Mindshare "PCI System 
Architecture" book is pretty good, and cheap enough that you won't feel 
that you were ripped off...
