I thought that the purpose of PAM was to do just that, at least for 
the server side (telnetd, ftpd, etc).  Am I mistaken?

It's news to me.  The only time I've seen SRP and Microsoft in the 
same sentence, it's meant "Suggested Retail Price".  On the other 
hand, a quick search for "Microsoft and SRP" led me to discover 
that Kermit95 supports SRP authentication.  It's a start, at least.
