The archive is provided by the "Linux Tools" project, not by the Eclipse project itself. I guess that they did not expect people to use the archive before they released their official 0.4 release. I agree that this is not good practice... It's the third time they update it so far, I do hope that it's going to be the last one. Thanks for testing the patch out!
