This patch clarifies that maintainer timeout applies to all PRs for specific
ports, not just PRs with patches.
Otherwise, PRs without patches will be more likely ignored. Such PRs can either
ask to update the port, or describe some problem in words. It is maintainer's
responsibility to answer such PRs, and to provide patches when applicable.
