To my experience it is actually the other way around, but I'm not going argue on this. Anyways, reacting to keyboard shortcuts is also a part of DE's work. All the Fn keys that are working for me in Plasma won't work if I start a bare X with TWM. I'm not sure how a generic shortcuts setting tool could possibly exist.
