That sounds like your hints file is missing the required syscons entries.
Did you just copy GENERIC.hints to /boot/device.hints?

Yes, it's there. It looks like it was installed while installing 5.1-Release.
It's the same file as GENERIC.hints. device.hints got loaded and I can see
in kenv output same hint entries as in device.hints.
