I believe that is already the case. If it doesn't find a ps/2 keyboard it will assume USB and wait until such a device is attached. (Which really sucks when your PS/2 keyboard isn't detected, but I digress...) usbd is run by sysinstall when it starts and I believe the right stuff is in the kernel to support mice as well, but I don't think it is 100% integrated (eg with the mouse setup widget).
