I'm seeing the same thing here for the past day. I've done a build -> install world twice with current sources with the same results. Also I restored off tape /etc from 1 month ago. Same thing. It's probably something with the pam library as /usr/src/usr.bin/login doesn't have any recent changes. I thought I was being hacked, I'm glad somebody else is seeing this.
