What code you mean? If you mean the patch he post, the patch is obviously wrong and not pass even simplest tests. Yes, both variants (i.e. NetBSD sort too, if it will be fixed) limited to 8bit, as 99% of other base-localized soft. Multibyte l10n is completely different thing. What his work you mean?
