How to get OPIE to work??

I am unable to get OPIE challenges from telnetd as I can with S/Key in
RELENG_4.  Ie:

    login: obrien
    s/key 187 re99461
    Password: 
    s/key 187 re99461
    Password [echo on]: 


Anyone know how to get this on -CURRENT now days?
