xlint as build-tools breaks -DNOCLEAN buildworld

Hi!

When starting buildworld with -DNOCLEAN:

cd /usr/src/share/syscons/scrnmaps; make build-tools
cd /usr/src/usr.bin/xlint; make build-tools
make: don't know how to make
/usr/obj/usr/src/i386/usr/include/stdlib.h. Stop
*** Error code 2

Stop in /usr/src/usr.bin/xlint.
*** Error code 1
