Hi Clay, Thanks for reporting this issue. I was able to replicate it using bsdinstall on the latest snapshot ISO FreeBSD-13.0-CURRENT-amd64-20200116-r356767-disc1.iso. It turns out the commit that introduced the regression was r356740.
