As I said before, it's not related, because your
problem is X/ hal related, and I was speaking 
of syscons. 

Can you set language in X by x11/setxkbmap?

You are using hald, and xorg.conf is probably 
ignored. If you insist on keeping hal,

should give you some pointers on setting keyboard
language.

I don't know why you previously had localized 
keyboard in X. Was that first reboot of system?
