Have you told hald that the keyboard has a different layout?
IE, do you have this:
$ cat /usr/local/etc/hal/fdi/policy/x11-input.fdi
<?xml version="1.0" encoding="ISO-8859-1"?>
<deviceinfo version="0.2">
<device>
<match key="info.capabilities" contains="input.keyboard">

Works Great. Thanks Tom. I don't have that file on 7.4 but it works
too. I've seen changes to hald on the list but haven't paid enough
attention.
