Here's more now:

Here is FreeBSD-*STABLE* as it properly wires the devices to where
I want them to be (highlighted by ^^^^^)

The kernel configuration looks like this (meat stripped away)

machine "i386"
cpu "I586_CPU"
ident FLUFFY

controller ahc0 # AHA2940 and onboard AIC7xxx devices

controller scbus0 # SCSI bus (required)
device da0 # Direct Access (disks)
device cd0 # CD
device pass0 # Passthrough device (direct SCSI)

device wt0 at isa? port 0x308 bio irq 3 drq 3

Here is the FreeBSD-*CURRENT* boot, *not* when things fail, but so
you can see what things look like when the wired device is in fact
the first device.

The relevant parts of the kernel configuration file look like this:

machine i386
cpu I586_CPU
ident UNSTABLE
maxusers 32

device ahc # AHA2940 and onboard AIC7xxx devices

device scbus # SCSI bus (required)
device da # Direct Access (disks)
device cd # CD
device pass # Passthrough device (direct SCSI access)

device scbus0 at ahc0 # Single bus device
device da0 at scbus0 target 1

What it looks like when it fails is pretty much what I typed in for
my first message, da0 being asigned to target 0, while target 1 (the
desired da0) was assigned to da1. The remainder is comparable to
what you see above.
