I think you don't have sys/crypto in your environment, is it?
(Maybe due to restriction to get it from USA.)
If so, please get it from internat.freebsd.org.
It is necessary to use IPsec.

The CVSROOT is 
internat.freebsd.org:/home/cvs.crypt
