It is okay if the card does not have a vertical retrace option and if
it is disabled by the BIOS I hope that the PCI header info for the
vga card states that the interrupt is disabled.
Just generate a patch and pass it on to the Xfree86 group . They
are trying all sort of things to sync up the mouse with the vga
vertical retrace interrupt.
